Allocation/apportionment/allotment/

这三个词都有“分配”的含义，allocation是指“把经费、钱物等给到具体的个人或部门”，在财会术语中cost allocation就是指把成本分到某个部门的行为。Apportionment，也是一种allocation，但更强调“分摊”，即涉及不止一个人或部门，所以cost apportionment就是把成本摊到几个部门头上。又如，美国的众议院是按各州人数在全国的总人口数的占比来分配的，因此，这个席位分摊就应该表达成：The apportionment of seats in the House of Representatives is based on the population of each state.

Allotment 也是“分配(份额)”，但不用在会计术语上，而是用于“土地分配”、“股票分配（配股）”、“划拨”上，比如the allotment of shares to employees。在北美开拓的历史上，就常出现由政府将土地allot(划拨)给个人的情况。现在英国、加拿大等国，也有政府划出一块土地给个人种蔬、水果的garden allotments，地是国家的，但租给你用（本文封面图片即是）。
