Welfare/wealth

区分这两个词的关键在于个人与社会，即“群己之分”，简言之，个人的财富叫wealth, 社会的福祉、福利叫welfare, welfare 与well-being 同义。

自由主义巨擘密尔说过这样一句话:Let us substitute welfare for wealth as our governing purpose. Wealth’s older mean: kindness, mercy, opportunity, propriety; but today we use the plural of those words. Money, being the instrument of an important public and private purpose, is rightly regarded as wealth.
