美国点名台湾是「汇率操緃国」 央行：与事实有出入
据媒体报导，美国财政部点名台湾为「汇率操緃国」。对此，央行1日透过声明强调，台湾只是被列入观察名单，报导内容「与事实有所出入」。
声明全文如下：
本（1）日部分媒体报导，美国财政部将台湾列为汇率操緃国，与事实有所出入，谨说明如次：
美国财政部依据「1988年贸易暨竞争法案（Omnibus Trade and Competitiveness Act of 1988）」及「2015年贸易促进及贸易执行法案（Trade Facilitation and Trade Enforcement Act of 2015）」，于美东时间4月29日下午4时左右首次发布「美国主要贸易对手国之外汇政策」报告。美方报告以下列三项标准检视贸易对手国是否采行不公平的汇率政策：
1.该国与美国双边贸易存在显著贸易顺差，达200亿美元以上 (约美国GDP的0.1%)。
2.该国经常帐顺差相对GDP比逾3%。
3.该国持续进行单边干预汇市，净买入金额逾该国GDP 2%。
美方报告指出，并无任何国家符合操緃汇率以阻止其国际收支有效平衡，或在国际贸易中获得不公平竞争优势的标准（no major trading partner of the United States met the standard of manipulating the rate of exchange between its currency and the United States dollar for purposes of preventing effective balance of payments adjustments or gaining unfair competitive advantage in international trade），仅将中国大陆、日本、南韩、台湾及德国列入「观察名单（Monitoring List）」。
