【英语多益通】医疗量能不足 英文怎么说？

近日国内新冠肺炎疫情持续延烧，不仅每日确诊人数似乎徘徊在两三百人之间，确诊患者中的重症比率也较高。进入三级警戒两周后，大家也开始担心医院的量能和第一线医护人员是否能够承受最近暴增的确诊病患，资源是否充足、分配是否均匀。
去年疫情高峰期，许多国家的医疗系统达到紧绷，最近印度的医疗也濒临崩溃，日本、马来西亚等亚洲国家也面对类似的问题，本次我们借由这些新闻来聊聊如何用英文和外国人讨论最新疫情状况。首先，我们来看看CNBC对日本COVID-19现况的报导。
run out 用尽
Hospitals in Japan’s second largest city of Osaka are buckling under a huge wave of new coronavirus infections, running out of beds and ventilators as exhausted doctors warn of a “system collapse,” and advise against holding the Olympics this summer.（CNBC.com 5/23） （日本第二大城大阪的病院正在承受另一波新冠肺炎感染的巨大压力，病床和呼吸器也快用完了。筋疲力尽的医生警告有可能面临的系统崩盘，并建议夏天不应举办奥运会。）
buckle的名词是扣子的意思，而这里的buckle under + something则代表「承受某种困境或压力」。
最近台湾在讨论病床数够不够，是否没有空床等问题时，「用尽、耗尽」等词就可以用run out或run out of + something等多益字表示。
As the hospitalization rate increases, some people worry that hospitals might run out of beds and other medical supplies. （随着住院比率增加，有些人担心医院病床和其他医疗资源可能耗尽。）
We’ve run out of printer paper and it’s time to order more. （我们影印纸用完了，应该要再订多点。）
collapse 崩溃、倒塌、昏倒
系统「崩溃、崩盘」可以用collapse的动词或名词形式，如system collapse「系统崩溃」。而collapse还可用在其他情境如建筑物的「倒塌」，甚至是人的「昏倒」。
According to several reports, India’s healthcare system is on the verge of collapse. （根据报导，印度的医疗系统在崩溃的边缘。）
The suspension bridge in Nanfang’ao, Yilan collapsed two years ago.（两年前宜兰南方澳大桥断裂坍塌。）
He was taken to hospital after his collapse on the pitch.（他昏倒在球场后被送往医院。）
此外，我们也可用overwhelm这个动词表示「淹没，使难以承受或穷于应付、难以抵挡」来形容这个状况
The hospitals have been overwhelmed by the number of Covid patients they received. （医院忙于应付他们收置的新冠肺炎病患。）
Currently, our company is seriously understaffed. As a result, we have been overwhelmed by the amount of work we need to do. （我们公司目前缺人手，我们很难应付目前的工作量。）
我们也可以用verge或brink这两个名词来形容「濒临、面临一个情境」，他们有临近「边缘」的意思，表示即将到来或即将会发生的事情，使用时可以用on the verge of + something，或是on the brink of + something。
Due to the pandemic and the lockdown implemented by governments around the world, several airline companies are on the brink of bankruptcy. （由于疫情和世界各国实行封城，许多航空公司面临破产的边缘。）
strain 压力、eyestrain 眼睛疲劳
由于确诊人数增加及重症率偏高使得医疗紧绷，负担加重，这时可以用put a strain on + someone/ something，strain可当名词或动词，解释为「压力、负荷过重」。
The influx of patients has put a strain on the hospitals and the medical personnel.（大量病患的涌入造成医院和医疗人员紧绷。）
最近因疫情而启动了远距办公和远距视讯教学或者是宅在家追剧，大家都发现使用电脑和3C产品的时间加长了许多，也出现不少眼睛干涩和酸痛的状况，这时候也可用eyestrain来描述。
Staring at computer screens and other digital devices for a long time often cause eyestrain.（长时间看电脑荧幕或其他数位装置常导致眼睛疲劳。）
处理 cope with、grapple with
为了解决医疗系统和资源紧绷的问题，许多人提出增加医疗量能的方式，此时就可以用capacity这个名词来表示「量能、容量」。
It’s important to expand the hospital’s capacity in order to cope with the current crisis.（扩充医院的量能以应付目前的危机是很重要的。）
The championship game attracted so many fans that the stadium was filled to its capacity. （冠军赛吸引了很多球迷，球场空间完全爆满。）
cope with + something、grapple with + something也可以用handle、deal with、manage来形容为 「处理、应付」的意思。
疫情的严峻导致第一线医护人员都忙到累翻了。我们平时就可以用have one’s hands full、have a lot／enough on one’s plate这两个idioms「惯用语」来解释为「忙不过来、分身乏术」。
A：Can you help me with this project? （这个专案，你可以帮忙我吗？）B：I’d love to, but I have my hands full writing up a report for tomorrow’s meeting. （我希望我可以，但是我为了明天会议的报告已经分身乏术了。）
A: You’ve been working overtime three days in a row. （你已经连续加班三天了。）B: Well, I have a lot on my plate this week. I’m totally beat. （对啊，手上一堆事忙翻了。我真的累死了。）
最后，希望三级警戒迈入第三周后，疫情和医疗量能紧绷的状况都能逐渐趋缓，大家同心拹力战胜这波疫情！
