【英语多益通】311核废水将入海，排放英文怎么说？

日本311福岛核灾后，台湾禁止了福岛和邻近县市的食物进口，去年因莱猪的食安问题及其它国家对日本核食的禁令松绑等，让日本核食进口的议题又起。而最近日本政府决定于两年后将福岛核废水排入海中，引起日本国内渔民和邻近国家的抗议，毕竟废水会污染海域影响海洋生物及食物，而台湾离日本不远，据估计废水随着洋流将会在200多日后抵达台湾海域。首先，让我们看看这则新闻在BBC上的报导。
release、discharge「排放」废水
Japan has approved a plan to release more than one million tonnes of contaminated water from the destroyed Fukushima nuclear plant into the sea. (bbc.com 4/13)（日本已经批准了一项计划，将从毁损的福岛核电厂中排放100万吨污水至海中。）
在此废水的「排放」可用release (v)。release可以当动词也可以当名词使用，而且在不同的情境有不同的意思。在多益测验中常看到以下这些情况：
●电影的上映或产品的上市和发布（动词）The updated model of the product is scheduled to be released in September. （这个产品的新版预计于九月发布。）
（名词）How do you usually find out about new movie releases? （你通常都是怎么获得新电影上映的消息？）
●资讯或新闻的公布和释出The company has released further details regarding the merger.（这间公司刚公布有关并购的进一步消息。）
In the news release, the company stated that the earthquake yesterday caused an extensive damage to their production facilities. （公司发布的新闻稿中，说明昨天的地震造成他们生产设备相当大的损害。）
news release或是press release就是「新闻稿」。在很多新闻里，release更是常用在人的「释放」，如：
During the negotiation, the terrorist group promised to release the hostages they held for more than three years. （在谈判中，恐怖组织答应释放他们拘留超过三年的人质。）
「释放」废水除了使用release外，也可以用discharge (v)「排放、排除」或是dump (v)、dispose (v)「丢弃」。
The factory was accused of dumping toxic chemical waste into the nearby river.（工厂被检举将有毒的化学废弃物倾倒于附近的河中。）
福岛的核废水中含有被有毒物质tritium（氚）污染的水，一般大家可用pollute (v)或者是contaminate (v)，而tritium在这里也就是一种pollutant或contaminant (n)「污染物质」。
The drinking water was contaminated with lead leaked from the city’s aging pipes. （城市里的老旧水管漏出的铅导致饮水污染。）
treat「处理」污染物
通常我们饮用的水都在污水处理厂中先「处理」过，也就是除去污染物质（pollutants）。这里「处理」不能用handle或是deal with，要用treat (v)，因此「污水处理厂」可称为water treatment plant，而一般生活中的污水常用sewage这个字，sewage system「污水排放系统」。根据报导，日本政府宣称在核废水排出前会经过处理，使污染物质含量符合国际标准。
The water will be treated and diluted so radiation levels are below those set for drinking water. (bbc.com, 4/13)（废水将会经过稀释和处理，使其辐射量低于食用水设定的量。）
treat (v)、treatment (n)除了「处理」外，还常在多益里看到的另外两个意思：
●治疗，同义词有cure、healJohn is currently receiving treatment for his illness.（John因为生病了，目前正在接受治疗。）
●对待Parents should treat their children equally. （父母须公平对待他们的小孩。）
●款待、请客，通常用treat (someone) to (something)Let me treat you to a drink or two. （让我请你喝一两杯。）
(It’s) my treat! （我请客！）这里treat是用做名词，大家可以联想到万圣节时我们也会用「trick or treat!」的类似用法。
日本宣称已经没有储存受氚污染的废水的空间，而福岛核能电厂也进行关闭，因此处理废水是无法避免。在这个报导里，核电厂的「关闭」或如同台湾提及核一厂「除役」时都用了decommission (v)，因此报导里常会提及decommissioning project「除役计划」，核废的处理等都是除役计划的重要一环。
"Disposing of the treated water is an unavoidable issue for decommissioning the Fukushima Daiichi plant," said Prime Minister Yoshihide Suga during the cabinet meeting, after the officials had finalized the decision.(www.smithsonianmag.com, 4/14)（在官方拍板定案后，日本首相在内阁会议中表示「排放处理过后的废水是福岛第一核电厂除役计划中不可避免的一件事」。）
在多益测验中较常看到decommission的相反字commission (v)「（正式地）委托／安排……做」。

福岛核废水的排放对附近海域影响仍待观察和研究，国际原子能总署也表示将监测福岛废水的排放，台湾方面也将设站并制定海域辐射监测计划。
